Paul Baker, Head of Development South
Paul is head of the South Development team. Paul deals with the acquisition, disposal and development of land for landowners in the private and public sector, property developers, occupiers and Funds across a broad range of uses including residential, healthcare, hotels, restaurants, industrial and offices. Paul has a strong track record in dealing with large complex strategic development opportunities and building long standing relationships with Higher Education clients.
Georgina Rose, Director, Development North & Education Sector National Lead
With 12 years of post-qualified experience in the North, Georgina provides strategic and deliverable development advice to clients on all stages of the development process from inception through to implementation. Committed to helping her clients unlock value of underutilised and undeveloped sites, she advises public and private sector clients on property and development sites with services including market demand assessments to identify highest and best use of surplus assets; delivery strategies; financial appraisals; developer procurement; and acquisition and disposal strategies.
Georgina is also national lead for the Education Sector working with all business lines to ensure JLL’s breadth of capability is tapped into in order to provide the optimal solution for clients.
James Devany, Director, Office Agency
James is a Director in the office leasing and has 16 years’ experience working in the commercial property sector, working with a variety of clients and commercial assets. James’s skillset is focused around office leasing and new build office development, working with a variety of property companies, private equity partners, developers and pension fund clients.
James also has experience advising occupiers and has an acute understanding of the recent culture shift in relation to workplace practices and how they have impacted the design and delivery of new office buildings.
James has worked in the Northeast but more recently has worked in the North West for the last 13 years.

Environmental, Social and Governance, JLL
ESG is presenting increasing risks and opportunities for the built environment; from ensuring compliance with growing regulation, achieving net zero and sustainability objectives, and optimising operational and capex costs. Richard James will provide an update on how these risks are being managed in commercial real estate and how they can apply to for the HE sector, including ESG-linked lending criteria for capex projects, and leading sustainability solutions to meet future ESG objectives.
Richard James, UK Head of Sustainable Client Solutions, JLL: Richard has worked across sustainability and the higher education sector for nearly 20 years. His role at JLL is to ensure our services meet the ESG needs of our clients and provide leading solutions to drive sustainability in the UK built environment, including in the areas of: ESG strategy; energy, decarbonisation and net zero; climate risk; ESG data collection, reporting and compliance; social value and nature-based solutions.

The Future of the Academic Office – Smarter Workplaces, Manchester Metropolitan University
Manchester Met piloted two large academic smarter workplaces based on agile working principles for c250 staff across two departments (Psychology and the Business School). This session will provide information on the initial employee engagement, developing the principles, feedback from the pilots after 18 months, and update on developing a third academic space at the request of the Business School.
Drew Hardie, Head of Space Management
Drew has 17 years’ experience in advising and managing space in educational settings, focusing on the effectiveness and efficiency of space use. Drew has a particular interest in how spaces can help support outcomes, both in teaching and research terms but also student and staff wellbeing.
